This is the best flush-cutter I have found. I have tried many different ones and this is the one that covers enough uses for my modelling needs. It does not cut steel, or wire, but it does a great job with plastic sprues and wood planking.

It also has a very nice grip and a fairly fine point. I would have a couple of these on the workbench, one kept apart for those tiny sprues and another for more robust work. Yes, it does a nice job on most photo-etch parts, as well.
